It is the Lépine contest! "At the Elysée, at Matignon and departments, all possible and imaginable tracks are dissected to fuel the economic recovery plan. A meeting of Ministers on François Fillon to take yesterday evening to perform a first filter. The is clear book loads: measures must improve competitiveness, have an immediate effect on the activity and be reversible. An important part will be devoted to implementing accelerated programs already in the pipe (renovation of housing, transport infrastructure, etc.), that the Government is in the process list and for which the State and public operators will have a leading role ("Les Echos" from November 24). Other measures are also envisaged for companies, which may correspond to Medef's long-standing claims. It would be for the State to pay more quickly what to businesses, to ease their cash.
A "strong and immediate impact".

The levers are many. Currently, VAT is refunded all quarters (except for exporters for which the refund is monthly). Employers argued for shorter deadlines, in particular for SMEs. Another option in the study: the reduction of the payment period in the public markets (30 days for the State, 45 days for local) or the increase in advances. The research tax credit refund is also shifted in time (two years). Claims which may be reimbursed more quickly. "The advantage of all these measures of cash, is they would have a strong and immediate impact for the companies without putting at risk the sustainability long-term public finance," said a close to the record. For the State, it would mean spending increased in 2009, but that stabilize then.
In the same order of ideas, of tax cuts scheduled over several years could be applied at once. Example: the Executive could completely remove annual lump-sum tax (IFA) on 1 January, while the reform was intended to be spread over three years. The 2009 deficit would be increased but this would be the same for 2011. "There is a general reflection on these topics, it remains to precisely choose the best tools", qualifies a consultant.
Lodging: four axes
The stimulus measures of real estate, they should be known soon, Nicolas Sarkozy with programmed movement tomorrow in Meaux (Seine-et-Marne) on the subject. Four main axes emerge. The renovation of the housing to improve their energy efficiency should be accelerated. A measure is envisaged to facilitate the task of social landlords: the exemption from property tax for the construction of social housing (15 years old now) could be extended to 20 or 25 years. Second axis: revive the urban renovation. Programs slow today or funding. This implies an increase in the staffing of the National Agency for urban renewal (Anru), which will have exhausted its budget as soon as 2010.
To boost sales of housing, the Executive should improve the loan rate zero (PTZ), the decline in VAT claimed by Christine Boutin appearing excluded. The amount of the loan could be doubled for the purchase of new housing (the former being less affected market). Finally, the recovery of the tax devices for investment rental (Robien Borloo) is planned. Some, in the majority, argue for the transformation of this depreciation scheme tax which makes the variable benefit taxable income of the taxpayer in a tax reduction ("Les Echos" from November 17). But another option could be accepted, namely the increase of the ceiling for deductible income in areas where the market real estate is tight.
